Flat fee to tenants to off-set water bill
Does anyone issue a flat rate to tenants each month to off-set water bill. Also, any duplex owners with 3 room units have any numbers they can share on average water bill?

Yes I assess I flat fee of $50 - $75 per month for tenants in multi family units in Cleveland.
