My landlord does not accept cash under any circumstances and posts a sign in the rental office saying so.Many stores and banks accepting cash run all bills through machines to determine if any of them are counterfeit (and call the police if they find any).

But it's not perfect, so if you're not sure, call the local police station in the area (or better yet, go in there) and ask them about it.

It's probably either police/crime related or a building/zoning issue, probably the latter.
