Contractor Relationships During Covid - Philadelphia

I was in the middle of a rehab in West Philly when COVID hit. My contractor and I decided to have all work stopped because we don't want to put any lives in jeopardy. Any ideas when/if we can start again? I know Philadelphia has stopped all non-essential business until April 30th....but I see people working all over. Do they have special permission....maybe they need to make the site safe. Perhaps if they they continue to work, but with a smaller crew, it would be safe? Also, I have potential loss in income....because I won't be able to rent out until much later. I purchased the property under an LLC. Would I qualify for any of the giveaways the government is giving away? They are printing money and I'd just like a small bit of the pie. I bought the property CASH so I'm not paying interest, but I do have bills (electric, water, etc).

@Pat Hamilton For what it's worth, my contractor was finishing up a rehab in Brewerytown last week. The Philadelphia Police came and shut him down stating a neighbor called the police to complain about him violating the the governor's order. Luckily he only had a punch list to complete so he did get to finish the rehab. If this had happened a week or two prior then I would be in limbo right now. Also, my contractor has his own business and he applied for a waiver and got approved so he is back to work now.
