Wash every painted surface with TSP, prime with oil based or shellac primer, replace all carpet and pad (if any).

the reason I bought it though is she had not kept up on space pad rent.. so I was able to take the pads from 200 a month to 450 a month in 2 years.. 

It doesn't take much to completely destroy carpet and padding. 

I have a client that owns a 20 unit mobile home park (pads only) that I reached out to a few weeks back to see if he'd be interested in selling.
