Following this, they damaged our brand new $1500 refrigerator while moving it and subsequently flooded our basement when the idiotic worker decided to try and hook up the water line to the refrigerator himself instead of waiting for the plumber to arrive.

I doubt the city will just close it for you based on your word/belief that the tank was never removed and you have no interest in removing it now.In my opinion, it would be very unlikely that the permit was pulled, the tank was dug up and removed, and then contamination was found and subsequently hidden... if an oil tank company actually pulled a permit for removal they are probably scrupulous to know that they wouldn't be able to get away with that.

We have an NFA letter as well as the paperwork for the well tests that were completed subsequent to that and we still did a tank sweep.

Billing the tenant based on his usage: in here, everything is under the owner name, and the owner emails a broken down utility copy from the electricity/gas companies to each tenant, and presents how much their meter displays and subsequently how much they own.
