Permit Open but Never Closer? (Hudson County, NJ)

What happens in a situation where a permit was open with the township to remove an oil tank, but was never closed or inspected? Is there a possibility the tank was never removed? Could they have attempted to remove it, but kept it in there because of contamination and never notified the town? What are the possible scenarios in this situation?
