If this was a single family home, you could claim it as yours and do the work yourself ( homeowners can do their own work on their own homes) but because it is a 3 family you are not allowed to do that. because it involves the two mentioned above, you will need to hire both ( they have to stamp the permits) to do that work.

I believe that since it’s a personal use property you don’t pay taxes on it beyond the ones you paid at the original purchase for ADS and stamp duty.
