Question for New Jersey contractors/home remodelers

I have a three family house in Hudson county that I am remodeling the kitchen, the scope of the work is replacing the old kitchen cabinets, replacing the old galvanized drain pipes with pvc, new pex water lines, bring the gas line up to code and updating the electrical wiring and there was no structural changes made just replacing the old with the new. All work was performed by a licensed plumber and electrician that I hired. when I went to the local construction department with the plumbing and electric permits that were filled out they would not accept them. They informed me that I would need to hire a licensed home remodeler or license GC to submit the permits because its a multi family I can not do it myself. This is a small kitchen its less than nine and half by ten and there were no structural changes made like I said before. I am trying to do the right thing by submitting the necessary permits for the work that was done but it appears that I am running up against a brick wall. I just don't understand why I would have to hire a home remodeler or GC for such a small project, I could see if I was tearing down walls or changing the foot print of the room. If anyone else in New Jersey has run into this situation or has advise on how to best handle this situation I would really appreciate hearing from you.
