Perhaps the vendors would be wise to incorporate an industry wide additional required deposit, from where some sort of "STFU" fee could be deducted if authorities are called. 

What usually happens is everyone considers it a "shared" fence because it's so close to the line that the neighbor just incorporates everything on his/her side into their sphere of influence - grass cutting, etc. 

I'll definitely be incorporating that going forward and taking the revenue hit, so even if it means less green over time, it'll definitely be worth it to avoid the headaches.

@Marcus JohnsonI am NOT here to give you a financial plan but I will say that you have a lot to learn.I agree that partnership are NOT the most advantageous form of a business but this principle applies even if we incorporate.
