On the first occasion that the same problem occurred, he was still getting SOME promotional emails from BP, but none relating to his followed threads, which leads him to believe that the problem is:- the "Re-verification" email that needs to be received is originating from the SAME email source that has been blocked in the first place (which could be a specific email server process that created the glitch).

In addition, though this is unlikely to be something you can figure out by walking through the building, make sure that Weehawken itself believes this is a 4 family--I've definitely seen occasions in Hudson County where a realtor or owner will advertise a building as whatever, but the city itself will see it differently (again often an issue with basement apartments).

There is a rare occasion you will run across a "professional tenant" that knows how to game the system but for the most part you will find tenants that will put up a fight in the beginning and probably get bad advice from friends and when you get to court they have nothing to say except to plead to the judge for a few more weeks and they have all kinds of sob stories and then they have no choice but to move on to the next apartment.
