With that VA disability, all the usage and funding fees are waived.  

Obviously it will vary seasonally and some guests will be respectful with utility usage while others will run the AC with the windows open but how do you estimate these costs when you run your numbers?

If I operated inappropriately and legitimately caused harm to someone, believe it or not, I wouldn't need a judge to tell me to pay that person.

My only thought would be to make us Agents/Brokers easier to find for those looking and/or allow us to pay for specific marketing, but still keeping the raw forum threads free from marketing type fluff.

I think not, because they may not be careful of their usage.

Every serious investor knows what this is, and would not consider his offer inappropriate.

With regard to zoning, VA requires that residential be an allowable usage no matter the zoning type and the highest and best use of the property must be residential and not commercial.

Give water bill to tenant each month.There is no reason what so ever to ever pay for your tenants water usage. 

There's no foolproof way to know for sure if a house is vacant anyway, save for maybe checking for an installed electric meter or monitoring water usage.

Also you lose some points for going over the 30% credit usage threshold.
