Utilities on rental property

Hi all! We are looking into trying to get a rental property, but have a question on how to include utilities in the rent. In North Las Vegas, where we are located, the tenants are able to get trash, water and sewage under their name, but if they do not pay a lien will be placed on the property. We want to know the best way to go about this, so we can stay protected. We want to manage the property ourselves.. And can anybody provide where to get a rental agreement and other forms needed? Thank you!

Two ways, have already  been explained in this thread.

1. Put the water in the tenants name. Tell the city to contact you first if it is ever late or going to be shut off due to non payment. Put a clause in the lease explaining water bill must be paid or they can be evicted.

2. Keep the water bill in your name. Give water bill to tenant each month.

There is no reason what so ever to ever pay for your tenants water usage.
