I suspect every state is different.. its not one size fits all for sure.and in Oregon on top of a GC license you as the owner need a DEVELOPERS LICENSE and you need to be bonded and insured as well. even to flip one home a year.. and they are really starting to crack down on this.. trust me I know I have been on the butt end of this LOL 

I would not recommend Nashville as a specifically short term rental oriented market for several years until they sort out the codes.However, I own 5 short term rentals in the Smoky Mountain area of Tennessee, and they are killing it, and since the economy out there has relied on short term rental cabin/tourist traffic for decades, it would be one of the last municipalities to crack down on that, if you're still looking for ideas.

El Dorado County still has regulations for STR but they have been much slower to crackdown than the city was.

There are many factors here - some already discussed but also some like local laws (Portland, OR reacted to Airbnb by getting them a special permit, whereas in San Francisco there have been crackdowns) and other regulations you need to consider e.g. sales tax, occupancy requirements.
