Moreso than me trying to rewire a laundry room or shingle a roof! 

Every trade needs someone to lug 2x4s or haul shingles to rooftops.

Personally here is what I would do in this situation--for what it's worth: I would bring in a contractor and get a price to redo this area of framing and put on a new roof (decking and shingles).

I replaced all the plywood and shingles because plywood on roof was dark and wet. 

1)  My quotes for a new asphalt shingle roof range from $4,500 to $5,500.  

It may be hard to get good flooring at the cost at the lower end of your range, same with roofs if you are removing the old shingles and putting on a lifetime roof. 

If so, were permits pulled & were they installed by a professional5.Are any of the homes rented to students6.Is there a flat roof7.are there asbestos shingles Most preferred companies send out inspectors.

Seems like starter shingles make sense since we have a lot of wind here.
