I've talked with several contractors about potentially jacking up the roof and replacing the beams, demoing the roof and rebuilding, and even filling the whole garage with dirt and sealing it up, but my usual crews aren't interested in tackling the challenge. 

Look for expired AC systems, Furnaces past their useful life, poorly sealed windows, roofing issues.

Be sure to seal the edges with acoustical caulk.

Get them signed up and seal the deal ASAP..

However, I don't know how costly the removal will be until I get the tank inspected; and if the tank is not sealed and clean up is required - a painless oil tank removal could potentially result in a $100k removal/clean up.

I think the 2 coats would seal them pretty well from the elements.

Depending on your jurisdiction, the court may not rule in your favor without the notary seal.  

The court house they have computers to look it up if you have case numbers but family stuff can be sealed it depends.
