@Prashant Sahni Along with a lease agreement signed by both parties, you should ask your prospective tenants to fill in a rental application so that you can get all the necessary information about the tenant and then decide if they are suitable renters. 

If they kept up on the maintenance they likely would just sell the house and buy a more suitable house for their family.

You need a "Comnercial Activity License", a rental license, a "Certificate of Rental Suitability", you must give tenants "Partners For Good Housing" brochure, and then Philadelphia has their own lead paint disclosure rules.
