Look into installing MAU's with louvers to keep air circulation.

I would start tho with increasing the insulation in the attic, depending on the type you have in they're now how deep it is you may need to add more, because you have no soffit from what I can tell means you have little to no ventilation in the attic so you may need to add roof vents to circulate the air.

The house stays warmer longer with less gas usage because the hot water is circulating and the radiators get warm also emitting heat. 

Presumably, the fan wouldn't be circulating air around anyway (if that's even a risk) as the thermostat is allegedly broken.

There is a wood fired heat exchanger and an electrical pump to circulate the water. 

Now they're looking for moss on the roof, water heater strapping, two railings on stairways, tread depth, window egress, fans and circulation, legal bedroom size, etc.

Sounds like you are building an apartment  but it's not clear if it is multifamily only or mixed use.You have to factor in circulation at around 15%.Not sure what your local building Dept requires for amenity space.
