Far from being under-staffed, we are quite robust for this particular industry at 73 full-time employees.I would say instead that we are rather picky about who we would like to do business with and have developed a system designed to allow our ideal investor to move forward smoothly and prevent us from allowing investors to purchase from our company before they have fully vetted us.

That's the perfect solution, in my opinion.But, expecting people to wait to buy a home when their lease ends, or to not send out resumes to get a great job somewhere else, or to apply to grad school somewhere else, etc., - is just not realistic.

If you want to get a better sense of the prospective tenants' responsibility as pet owner, ask them to submit a pet resume.

Even if the tenant was to make some temporary concessions (like adhering to your already late payment dates) she will look for any sign of you slacking off enforcement so as to resume bad behavior.
