Items that you may think should be standard like garage floor drains, ample exterior outlets and hose bibs are not standard with all builders.

Other times they are just storing excess items there as free storage because they can't fit them at the other place they moved to.If that's the case you don't want to not evict and be accused of self-help eviction and the tenant says their 500 junk is a 5,000 heirloom necklace grandma left them and now they can't find it.No legal advice.

If the GD aint clogged, the drain line is below the GD outlet.

As @Cindy Harney mentioned certain retail outlets will plug in almost anywhere.

Location is prime, located near major retail outlets, hospital, and rapidly expanding residential developments.

When I viewed the house there were existing tenants and they had outlets running a tv and ac unit.

If I had to make an unhealthy or unsafe situation I’d make it that way then call code enforcement out let them temporarily shut me down and get those ******** out!

There's nothing wrong with venting, people need an outlet, the issue is racism is real estate is real, but you should just say you want to vent.  

The property manager goes and finds that a screw was wedged between the rim and the blades, removes the screw, pressed the reset button and the problem is solved without calling an appliance man.Or, a tenant calls to say that the bedroom electrical wall outlets aren't working.
