If you contract to buy a pallet of dish soap and then assign that purchase contract to someone else (so long as the contract did not have verbiage preventing an assignment), then it is fine and perfectly legal but when you involve real estate, that is governed by another authority, i.e. the local department of real estate which is where additional rules and regulations come into play.Having a real estate license is the best way to protect yourself as a wholesaler but that is not the ONLY option to do it legally.So in summary, wholesaling or assignments are NOT illegal but you can certainly perform an illegal wholesale transaction through an assignment clause in states that have laws against it (which is most).

When I queried, it turned out the plumber had just been there again, and discovered roots in the pipes, which definitely required owner approval because it was a $1000+ charge.

It is more politically palatable to pull this lever than anything related to tax policy.Tax policy does need to be changed too as do the entitlements that are the root cause of our future insolvency.
