Washing Machine in Unit is Making Fuzz

Hello and thank you for reading. We have an occupied 2/2 condo and with washer/dryer in the unit. I got the machines new at the local scratch and dent. The washer is a top loader water saver machine. Our tenant claims the washer is terrible about leaving fuzz on her clothes and sometimes does not rinse all the soap off. She claims to not mind and does not expect me to do anything. She just runs another rinse cycle and uses a lint roller. I am on top of problems whenever anything goes wrong, but this one has me stumped. My immediate response to her was that if she found a machine she likes, I would get that one out of there and she could use her machine. My wife feels bad about the machine, so I am here making sure that I am not a heartless, anti-social slumlord (hyperbole intended). Any feedback is appreciated. Thanks!
