Bob, From what I have seen, rental owners have typically rolled the price into the rent and do not charge for electricity since the electric bill is essentially obsolete.

That is to say plumbing with hardening of the arteries, obsolete electrical, moisture problems including the potential for black mold, termite damage and wood root, etc and energy envelope issues such as in effective insulation. 

So as you learned when you actually go see the stuff its the HOOD.. or dilapidated economically obsolete areas of the metro areas.. in other words Garbage.. his whole program is Garbage..
