You also need to check with the utility companies and get cost estimates from them for availability, fees, hookup charges, transformer and power line/power pole locations or relocation requirements, water, sewer,gas, cable etc You will need ball park cost estimates from site work contractors for site work, roads, installation of utility lines etc.

If these are bills that the tenants are responsible for and are solely in the tenants' names (like cable, internet, etc), I wouldn't get involved or concern myself with it at all.

It could be that she (like a lot of tenants) has enough money to pay the rent, but just isn’t putting a high priority on paying it and is spending her money on everything else first (i.e. cable, cell phone, eating out, new clothes, etc).
