tenants bills issues
I have one tenant who refuse to pay his share of bills with other tenants. Is the landlord responsible to solve their dispute? Can this be used used as a reason for eviction?

If this is all one lease, you have no responsibility to intervene. The bills should be in their name, and its their job to split it. If the bill is in your name, you need to change your process so this cannot happen.
If its a separate lease for each tenant, and the bills are in your name you have to intervene. Anyone who does not pay their share should be given a notice to pay or quit, and then follow through with removing them if they refuse.
