I had recently found out she was allowing 3 other people (heroine junkies) to rent the house, so I threatened to report her for DSS fraud if they all didn't move out.  

I suspect that it is close to annually that someone has threatened to sue us.  

At the time they told me it was not illegal to follow us or video tape us through windows and open doors in various units all the time because he had not threatened us.

Good to have that in your lease anyway, most likely tenant will jusy pay the late fee if you threaten to take them to court over it. 

She pissed off and started to threaten me that she would claim her rent back from Paypal (she paid her rent using Paypal echeck).

Ofcourse every month has been painful to collect rent from them because they have threaten us multiple times that they will live rent free until their lease agreement is over. 

If they do not cooperate, I have two options, threaten to cancel inside my inspection period or I would get them turned on, then immediately cancel the service.I have yet to have to do that, but I would if necessary.

Be firm with them like you would with your kids and never threaten anything you aren’t willing to follow through with.

It was so unbearable to sleep in the unit that I woke them up at 11AM.I think I was of this mindset before about if I threaten somebody they will jump, but now that I'm mature enough to step back and see problems differently I go about things without drama and heartache. 

Also threatened me that she would call lawyers etc.
