It all has to fit together where the answers, the team, the culture (@Larry Fried   that is a great point that is so important), the neighborhoods (like @Dean Letfus pointed out), the properties themselves all have to be congruent.

There are requirements that some debris must be in approved containers under the supervision of licensed contractors (even in the approved container is two plastic trash bags in a cardboard box with taped seals).If you have a house/structure to get rid of out in a rural area, your local fire department may solve most of your problem with a training exercise burning it down.

I had it mentioned to me that some have to dig out and expose your actual foundation to put heavy-duty plastic, or something else I can't remember currently, over the walls and secure it - not sure on cost but that's before tuck pointing that's likely needed inside the basement as well so I would imagine this would be a more costly route.
