The most recent place is $157K with 20-25K rehab to flip or 27-35K to make it sturdy and nice enough for a &1600 a month rental. 

Luckily, this wood paneling was extremely sturdy and thick. we ripped off all the molding at the top and the baseboard (obviously) and added strips to the top and the bottom level with the paneling then just sheet rocked over it.

There are also leash laws.

The current poles are not sturdy enough and a couple are not in a position where the utility can pull a truck up to the pole, which is a requirement of adoption.We're looking at either upgrading the poles or trenching and running underground utilities.  

City stated the footings needed re-enforced with more concrete (granted, this deck is well built and very sturdy with no current issues, but I'm no inspector).

Sign or leave, s**t or get off the pot people.Personally anyone that is refusing to sign I would be putting on a very short leash.

You gotta give tenants a fair, but extremely short leash.

Very thick, sturdy "pads" I can put down on the roof, which would be strong enough to endure any small parties my tenants might throw on this roof-deck area.  

It appears to be sturdy right now, but only time would tell.Would this be a concern to you if you were buying it?
