Let me make this a lot easier for you. when you take over the debt on a property, you are not generally looking to give the seller anything other than debt relief. 

A tip given to me by my lawyer - the Navy Marine Corps Relief Society can give low interest loans to active duty members to get out of debt in order to help them keep their security clearance eligibility.

I sent her all the information on our county's emergency rental relief as soon as I read you response. 

That is where the majority of your energy should be directed.You are never going to get a state program to fund tenant relief w/o a tenant so stop looking in that direction.

The Mayor announced he'll sign the amendment to remove new construction, which is a relief, the legality of this is in question.
