@Sandy Hu from what I have seen all of the self management software charges 3%-4% for rent collection fees. 

I was concerned about the cliff erosion which is an issue in Southern MD so I spoke to the local soil conservation service. 

I'm not sure about NE soil(if it is even slab?)

Because of the soil and the subterranean feature of Philadelphia basements you will always have some moisture in the basement.
