Comes to find out that the HOA does not include Water and Sewer and I told my realtor that the seller/owner provided that this is a false representation.

Correct Ezra, I do not believe that statement at all, call it a lie or whatever, I believe it's 100% false.  

That would be absurd. 

From a sellers perspective, is a second mortgage was a bit of a false sense of security?

The idea that a landlord has no effect on whether a tenant will be good or bad is just false.
