For me plenty of guys can do demo, hang cabinets, move non structural walls, framing, tile work without pulling a permit.

@Rashard Miller If this property is in Baltimore City, you will need all of the following to calculate what is owed: title search (for mortgages, judgments); lien certificate (for taxes, tax sale status, citations, violations, construction/demo/misc. liens, more).

I have focused in on two properties, one is substantial acreage with a defunct house on it (I would consider it of no value and probably a liability for demo) and it has no lien.
