It is comprehensive and organized like a textbook, which I think is most useful for this type of subject.Depreciation itself isn't too complex (search MACRS Recovery Periods for Property Used in Rental Activities on this page and you'll find a simple breakdown straight from the horse's mouth).

Cleveland and Detroit are just like any other low barrier to entry market such as Indy, Atlanta, Birmingham, Pittsburgh etc..In Cleveland your going to need to spend at least 30k to get $700 or so in rent.Here is a comprehensive map and grading scale of the Cleveland neighborhoods.
