So, management companies tend to rent to more-undesirable tenants whereas the property owner would not rent to those tenants and would leave the unit vacant longer.

The manager could issue a "Notice To Quit" to the upstairs, so that the undesired behavior of discharging a firearm on premises (without good cause) is not repeated.

Given the solid base of knowledgeable posters who post here daily, that goes a long way to keep the undesirables from feeling too welcome.Still, I think upping the minimum post count before someone can post in the marketplace forums would be a good idea.

If a number of years old, they may have cleaned up their act recently and might just be better behaved as tenants.If you are screening thoroughly enough, you should be able to identify the undesirables.
