I went down to look at it and the buildings were not livable, the whole project to be scrapped and leveled down. most of the territory is unlivable and beyond any restoration.

Hey Craig,If I was in that situation, depending on your goals you could do a couple things, you could use it as a regular 20% down payment and purchase a 100k property a multiplex or SFH, or use with an FHA loan and purchase a multiplex, live in one of the units and rent out the rest, or you could use it with a hard money lender to finance a flip.

There is a plan to extend 476 - but who knows if it will bring any real results.And so much of the town is classified as historic district - but the property values are so low that doing (expensive) historic restoration makes no sense.
