In an ideal world the best way to do it in my opinion would be to own a controlling share of the complex (more than 50% of the units), and sit on the HOA board, ideally as president so you can make sure the HOA is budgeting properly for Capex and not planning to pass any restrictive rules on rentals or make any other decisions that would negatively effect your investment.
