Noises such as babies crying are not grounds for complaints and due to the fact that children at that age cannot control their behavior, laws will not apply.But with all of that said, I would definitely contact your landlord as well as the Housing Authority to at least inform them of the guest on the premises to help establish a starting point for the possible violation of the rules and regulation.I hope this helps!

I don't condone slumlords, but I also don't think it's a landlord's job to try to try to change the behaviors of the entire neighborhood.
