Cigarette butts in parking area

I need practical opinions on how to deal with this particular issue at one of my properties.

It is an office building with over 10 businesses. Although nobody is smoking inside the building, whenever I do my routine visits, I notice lots of cigarette butts all over the parking area. My Property Manager has already sent multiple reminders and we even installed explicit smoking areas. 

I don't have cameras installed to know exactly who does it. I know that assessing fines is usually the best way to get people to comply.

I don't have cameras, so I really don't know who is doing it? Neither myself nor the property management can be at the property during business hours every day.
