Just guessing here...but if I'm right, then would it be possible to get a letter from a physician or a psychiatrist stating that the setup you currently have is in the best interests of your child?

Unfortunately, a local physician bought up some houses in my neighborhood! 

It does suggest that the tenant must be "disabled" and the ESA must help with that disability.I am fairly convinced that the letter by the physician does not establish "disability".
