Hi All, This is first time I am renting a house and I am getting an interest from a African Diplomat.

African Americans get a lot of mileage out of playing the race card, and some poor white trash isn't allowed to do so.

It was about a family who emmigrated to the US from a wartorn African nation as refugees.

Get on a bus and talk to members of the African-American community here.

Same thing - people don't know wholesale brokers from direct lenders / bankers any more than they know Jews from African Americans.

Both cities are very diverse and international (largely thanks to airport proximity) and anybody wanting to be an independent,  class-C landlord (house shares would apply) in those cities hopefully is multilingual  (any of spanish, south/central asian languages, or african languages will equal a ready clientele and built in advantage),  great at working with people,   and/or plans on hiring a property management firm experienced in the area.

I heard the government/banks is potentially giving grants or funding to African Americans first time home buyers in Atlanta, GA.

He sounds South African, which I have no issue with.
