Thanks John.I suppose what I am confused by, is that 'intent' is so vague it would seem to have no legal status whatsoever, and 'commitment' means that no matter what extenuating circumstances may occur, a promise has been made.

I email and certified mail the caseworker to cover myself but in cases like this all they have to say is reinforce the lease... they are no help whatsoever.
