There might be some mixed use opportunities in Coxsackie that are still the village but at a lower risk of flooding, as the village boundary has much more elevation change than Catskill and Athens.

I pulled this off the Ohio Landlord Tenant laws...State Code 5321.04 Landlord Obligations Section 4 "Maintain in good and safe working order and condition all electrical, plumbing, sanitary, heating, ventilating, and air conditioning fixtures and appliances, and elevators, supplied or required to be supplied by the landlord"

You should also require this information is updated annually.You can still place reasonable restrictions on the animal, such as: Requiring a current (and annually updated) Veterinarian report on the health of the animal, including vaccine status; current appropriate local licensing of the animal if required in your jurisdiction; require the animal be spayed or neutered unless contraindicated by the Veterinarian; require the animal to be in a carrier or on a leash when in common areas of Multi-Family properties, particularly elevators or hallways and stairwells; require tenants to clean up after the animal in common areas and/or within their unit, and prevent offensive odors from emanating from their unit; aggressive or nuisance animals (includes frequent barking that is NOT an alert by the animal) can be cause for removal of the animal and/or eviction of the tenants.

However, you're super close to Hoboken (can walk to an elevator which takes you to Hoboken and the light rail), and you're bordering Jersey City Heights, which has changed a huge amount in a short time and has restaurants, bars, etc.In my mind there aren't almost any areas I'd consider "bad" (the whole city is like 1 square mile), but it's very block-by-block, so you'll get a sense when you're walking around.
