These people aren't zombies that are sobing and crying or have a disorder that will make them sell the house for less.

@Russell NaylorYou'll want to look into a couple of things...The Veterans Administration has a supportive housing initiative to promote housing veterans near where they get treatment for injuries and psychological disorders as a result of their service, or near public transit which can help them get to their sources of treatment.

One of the early things I learned is that hoarding is actually a phycological disorder.

Just over 9% of the population have a diagnosible personality disorder and many more, while not disordered to the point of a diagnosis, are just "difficult" people-- they have "entitlement issues" they will always be disappointed because no one ever gives them the respect they think they are due.

The apartment falling into disrepair is one thing, but hoarding is now recognized as a mental disorder and you don't want to be accused of discrimination.  

As a young professional I stick out like a sore thumb on this street; however, it doesn't bother me because I'm here for a reason.

If it is a lease you are required to demonstrate that they are no longer meeting the lease requirements, so re-read your lease.
