Costa Rica is expensive and it generally doesn't work from a pure investment point of view, unless you're not very demanding from an ROI point of view.

Where are you getting this idea that I’m a pure cashflow investor from? 

At the end of the day, RE investing just isn't purely about numbers.

I have typically done 3 color schemes in my rentals (ceiling Lowe’s Maintenance Paint, walls S-W On the Rocks, trim S-W Pure White).

What I am about to say next is not a matter of opinion, this is pure fact that is backed up by numbers!

Once I rent it out it will cash flow 1000 a month.In regards to the new build, definitely building is more to the tune that this is going to be the home I live in for 7-10 years as oppose to purely economics.

These are the few numbers I have (purely based on first conversation) Her operating costs are about $900-$1000/month. about $450 for the county to come inspect once a month, costs of upkeep, meter reading, invoicing etc. 

This move will be purely for our first investment in real estate.

If you are purely looking to invest in newer SFR homes I would suggest looking inland in Hillsborough County in the suburbs such as Riverview and Gibsonton.
