This is an accident waiting to happen.

I was thinking it didn't make sense and thought the period before "house" must have been on accident.  

i found one that was perfect and i even found out that the owner is my fiances 2nd cousin, who is completely paralyzed from the neck down from a work accident.

I've read here of no solution, umbrella etc to buy liability coverage for any on the job accidents. 

That's kind of disturbing if thats the case because there are plenty of legitimate reasons to change your intent (and in this case I do agree that an accident once in a while is fine but a patter of lucky accidents is not so bueno). 

It may be that either that hoa is a voluntary one, or that the lots you are interested in were by accident or mistake, not included in the hoa paperwork for some reason, and are not in the hoa.
