They could also say there are repairs and they are withholding like you say but they are aware of what I expect if that's the case.

They smoke inside the unit, they've stolen packages from other tenants, they have explosives (fireworks) left in the hallway, they have both hallways blocked with personal items, they are trying to blackmail us by withholding rent so that we extend their lease until 2022.
