Unless the front door of an apartment must be accessed via gate, which may indicate it is not a "public place" (which is believe doesn't pass the smell test) etc., the law does not change and it's been settled by the Supremes for decades. 

My problem is that my Neighbor who is about 17-19 and his girlfriend are constantly smoking weed in the hallway and the smell is coming into my home.

Wait until the cleaning is done and see how it smells.

It is not a quick process but getting started is more then half the battle. 

And the smell was terrible. 

@William EspichIn my opinion, a good agent will help you tackle half the battle, finding decent deals.

I assume they are heroin addicts, but there was a strong chemical smell, so I can't rule out meth.  

This is likely some way to con you - if the company was worth any money or if they were giving you any value it would likely be cheaper just to pay you.Second part is not worth it - I also believe this smells like fraud and at some point you will be hung to dry.I like that you are pursuing other ideas on how to get going, just watch out who you are getting in with.
