Neighbor constantly Smoking Weed

I live in Fresno, CA and the place I live is a studio apartment building with a upstairs connected hallway leading to all unit doors. My problem is that my Neighbor who is about 17-19 and his girlfriend are constantly smoking weed in the hallway and the smell is coming into my home. I have tried contacting my manager and he says he gives them a notice but this has been going on for a few months. Is there anything else I can do?
