My first gut reaction is to recommend Citizen State Bank- They have an impressive lending rate and often times manually underwrite loans in-house.

I used to think the K-9 Good Citizen certificate was a good alternative, but I've recently met too many unruly dogs that have it, like the testing got too slack or something.

I've worked with a couple of brokers in NYC and they're typically licensed, HOWEVER, if you're just a private citizen and putting together a private deal, the only thing I can think of having to do is declaring your income on your taxes when it's time. 

These are elected officials with an incentive to help the citizens of their city.

I don't know if there is much I can do before signing up for an LLC with the help of a foreign attorney due being a foreign citizen. plus opening up a US Bank account with the help of an agency.
