You can pull submitted plans on record for similar projects, look at who the planners, engineers and architects that are frequently on file for those projects and reach out to them to discuss your own projects.

A surveyor isn't really going to help, you need a land use type consultant...or a good architect/civil that doesn't just focus on plans, but is good at reading and interpreting the municipal code.

GC's sketch wasn't good enough so we needed an architect to draw a plan....for a half bathroom that in no way compromised structure and was already going to have all the trades pulling permits and having inspections.

I would get estimates for utilities connections (gas, water, electric) and then, if it still makes sense, architect's plans made so you can get building estimates so that you are good to go if AUDs are authorized.Do N-O-T build one without permits and permission.
