The problem is that property management has become trendy since the economic shifts over the last few years and many property managers are actually realtors or one-stop shop real estate investors.

Neighborhood is upscale trendy and in high demand.

Some of these neighborhoods I listed can be a little rough, so I look for an independent coffee shop/cafe, coop grocery stores, and trendy bars moving in.

Be warned that the recent trend I have seen in the flipping market is that you will not find it easy to get a good property for this price.

Second question- am I on the right track- move on, and leave this property be, if loss to lease, vacency, and submetering are the only value add plays, in a C class (not "hot and trendy") neighborhood?

Personally I love SE Portland but there are cool/trendy/hip neighborhoods everywhere. 

Your renderings show the new trendy supper wide (~36") ones. 

It's local government might be behind the curve a bit, but the culture of the city is changing and becoming rather trendy.  

Yes, more challenging to find value but the trend is still solid in TX markets.I would do the following:1) Education - read up on MF investing (books, BP podcasts focused on apts, MF forums, etc).
